China Association of Social Welfare and Senior Service (CASWSS) successfully ran “The First Training Course for Senior Managers of National Senior Service Institutions” in Zhengzhou, Henan Province, from 23 to 27 May, 2021. At a close matching up with work arrangement of National 14th Five-Year Plan which advances the high-quality development of senior service industry, guided by the principle of Training Outline for Directors of Nursing Homes confirmed by the Ministry of Civil Affairs, this training course is a brand new one, which was carefully researched, developed and organized by CASWSS, summarizing the working achievement of managers in national elderly service institutions around the country, integrating the output of excellent service management experts team in the senior service field during the 13th Five-Year Plan period.

This training course was held by CASWSS, Henan Community Elderly Service Center and Henan Population Association, undertook by the training department of the CASWSS, Beijing Zhongfu Elderly Culture & Technology Co., Ltd., Henan examination and evaluation station of the pilot project of “1 plus X” Certificate of Occupational Skill Testing Level in Elderly Care of the Ministry of Education, and supported by Apartment for the Elderly in Henan Province. Feng Xiaoli, President of CASWSS attended Opening Ceremony of Training Course to deliver her speech and gave a lecture; Vice President Li Jianjun and Meng Fanli both gave lectures; Secretary General Han Hua attended the graduation ceremony of the training course and made a summary speech. Some heads such as Secretary of the Party Leadership Group of Henan Community Elderly Service Center Zhao Changyan, President of Henan Health Class Cadre College Ding Shude, and Consultant of 1 plus X Elderly Care Station in Henan Province Liu Shaojie attended the opening ceremony and addressed themselves; Chen Dongsheng, Standing Deputy Secretary General, attended the ceremony and gave lessons; Cao Xue, Deputy General Manager of Beijing Zhongfu Elderly Culture & Technology Co., Ltd. introduced China International Senior Service Expo; Provincial industry association leaders as the participants taking the whole training course, such as President of Chongqing Senior Service Association Guo Xiaozhong, President of Henan Population Association Zhang Yuanzhen, President of Qingdao Senior Service Association Yang Naifa, and Qi Xingjie, Executive Vice President of Shanxi Provincial Welfare and Senior Service Institution Federation; more than 130 directors and senior managers of Senior service institutions from 23 provinces and cities in China attended the training; the training course was presided over all the way by Bian Jing, Director of Training Department of China Welfare Association .

 

In her speech at the opening ceremony, President Feng Xiaoli pointed out that national 14th Five-Year Plan for Economic and Social Development has made actively coping with aging a national strategy; Relevant ministries and commissions of the state have made a comprehensive plan aiming at the high-quality development of the senior service industry during the 14th Five-Year Plan period, rolling out a series of new policies. It is an important issue for the senior managers of every elderly institution that the way to actively implement the state's work plan on promoting the high-quality development of senior services, to effectively organize the managers and service providers of senior care institutions to improve their service and management ability, and to provide standardized and professional services. In the "14th Five-Year Plan" innovation and development work arrangement, CASWSS has listed it as the key work to cooperate with the government departments on strengthening the capacity building of senior service managers and organizing multi-level professional training. Revolving around the themes of the latest national policy learning, service delivery, standardization and quality management, leadership development of managers, team culture construction, research and development and promotion of scientific and technological products, CASWSS has elaborately designed systematic courses for this training course, hoping that all the students will fully grasp the theoretical framework of comprehensive discipline and the key points of service delivery and quality management of elderly care services by earnest studying, actively communicating, achieving mastery through a comprehensive study of the subject, and applying what they have learned, so that they can accelerate self-capacity building in order to meet the needs of high-quality senior care services.

 

In his speech, Zhao Changyan, Secretary of the Party Leadership Group of Community Service Center for the Aged in Henan Province, and Apartment for the Aged of Henan Province, on behalf of Henan Provincial Department of Civil Affairs, expressed his heartfelt thanks to CASWSS for holding high-standard training courses in Henan, and warmly welcomed all leaders of CASWSS, leaders of relevant provincial and municipal senior service associations, teachers and students. And he also said that as the organizer of the training course, Henan Apartment for the Aged will wholeheartedly provide quality services and organize working teams to actively participate in the training and learning activities; besides, he sincerely wished the training course a complete success. At the opening ceremony, Liu Shaojie, consultant of 1 plus X Elderly Care Evaluation Station in Henan Province, and other leaders of relevant units who participated in the training course service also expressed their welcome and congratulation to the expert team of CASWSS, the leaders from national industry associations and students.

Chen Yan, the supervisor of doctoral and postgraduate students of Chinese medicine sub-health science lectured on Graded TCM Health Care Services and Quality Points for the Elderly.

During the five-day training, the learning scene was orderly and the students listened attentively to the lectures. The training class scientifically arranged the sessions of on-site Q&A and group learning and discussion, teachers focusing on the discussion and sharing of the teaching contents of each learning unit combined with working practice; to let the students draw inferences from one example and consolidate the learning results, an examination was organized before the end of the training class about the paper writing combined with the work practice, which was upon the themes about the Importance of Providing Classified Service in Elderly Care Institutions, The Importance of Standardized construction in Quality Management, The Importance of Leadership Development, The Importance of Team Culture Development. The teaching of high quality, the systematic course, the passionate teachers, the professional teaching from the work practice, and the diversified course arrangement were all highly praised by the students.

In the end, Secretary General Hua Han of CASWSS made a comprehensive summary of this training course. She sincerely hopes that the students will summarize the learning achievements carefully so as to share the communication with the work team after going back, and also grasp the following points carefully in the work: first, to earnestly learn and understand the latest policies of the state on senior care services, focusing on the study of the newly issued "Management Measures for Elderly Care Institutions" that was served as the theoretical support for the work to carry out during the "14th Five-Year" period, so as to actively practice and implement them in the work; second, to understand the key points and quality control points of classified service provision according to different categories of the elderly in the institution, in order to put quality control into practice; Third, we should made it down-to-earth to strengthen classified training for senior managers, middle managers, core technical personnel and service providers; the fourth is to pay attention to the construction of team culture by caring for service providers with warmth and attracting more by treatment so as to improve the cohesion of the team.

 

The representatives of the trainees crowded to deliver speeches at the graduation ceremony. Du Yanliang, director of the Jinzhou Civil Affairs Center in Liaoning Province, said: “Thanks to President Feng for her interpretation on policies of pension service and analysis on the development trend of industry, we can realize the importance of comprehensively mastering policies and regulations of senior service, and we are full of confidence in future development. Thanks to so many first-class experts and scholars in the industry for their elaborate teaching. It was a short time, but the benefits were profound.” Lian Sufang, Hunan Kanglenianhua Pension Industry Group recited the poem of Praise the grand meeting on the scene: "May flowers bloom in the Central Plains, the ancient capital of eight dynasties welcome elites to gather together, colleagues gather to seek future development, and the great task of elderly care service is on our shoulders..."

At the closing ceremony, the students were delighted to receive the training certificate of senior managers of the senior service institutions which were issued by the CASWSS. And the training class achieved full success.
